It has been found that a government school in Nawalpur is charging a huge amount by paying interest. Shree Shiksha Bodhani (Community) Secondary School located in Hoopsekot Ward No. 4 Shankhadev of Nawalpur district invested 40 thousand rupees and collected 4 lakh rupees as interest on 22nd June 2076 and 64 thousand 798 rupees on 30th June of the same year.
Even after paying 4 lakh 64 thousand 798 rupees, it has been found that a letter was written on 20th of June 2079 asking to pay 6 lakh 36 thousand 796 rupees. After calculating all this, it seems that the debtor has to pay 11 lakh 1 thousand 594 rupees to the school.
That was a decade ago. Local Dil Bahadur Rai took a loan of 40,000 rupees from the school. As he had to borrow money from another local, Bel Bahadur Khal, the loan was given to Khal. Khal also had to take it from another local, Bhim Bahadur Darlami, so that debt fell on Darlami’s shoulders. The interest is now being paid by Darlami. The cash receipt shows that he has paid Rs.464,798 of Rs.40,000 so far.
“My friend’s friend took 40,000 as an interest of two rupees, and the loan came to me, Bhim Bahadur, who was found at the district police office, said, ‘I have already given four lakh 64 thousand in cash twice, and I still have to pay the loan of 636,796 rupees. The school has sent a letter stating that there is still money left, but they have not been able to pay it.’
Recently, the school signed a letter signed by the then principal Krishna Prasad Neupane last June and made a final request to pay the remaining amount of 636,796 rupees.
Padam Bahadur, the son of Bhim Bahadur, claimed that the school had cheated on his unknown father by cutting the badge as well. When trying to understand this matter, the then headmaster Neupan said that the school management committee decided to collect the interest charged for running the school and therefore issued the circular. “I have only made a circular according to Tamsuk, the committee should understand the rest”, Prof. Newpan said.
Mitralal Tiwari was the principal when the school took up loans. When trying to understand about this with Tiwari, he said that he had forgotten as it was a long time ago. “What Bhim Bahadur said is correct, but it has been 7/8 years since I left the school, I don’t know everything”, said Tiwari, “At that time, the money collected from the rice fields was invested in loans to pay the salaries of the teachers hired from internal sources. The loan was taken by agreeing to pay interest of two rupees.
Mahendra Pandey, Chairman of Hoopsekot Rural Municipality, Ward No. 4, said that at that time, it was decided to use the money raised by keeping Dharmabhakari to run the school. Bel Bahadur Masrangi, chairman of the school management committee, says that it is impossible to speak without seeing the clear accounts because of the transactions done by the previous committee.
Principal Durgasinh Saru called the earlier committee on this matter and gave a detailed response. The debtor Bhim Bahadur has registered a complaint at the district administration office saying that the school did unfair transactions to him.
Assistant Chief District Officer Muktiram Rizal informed that the administration has instructed the District Police Office to coordinate. “The complaint has been registered, but CDO Saw has given instructions to the district police office to hold a discussion with both sides,” Assistant Chief District Officer Rizal said in a conversation with Gorkhapatra Online.
